Nutter proposes $3.6 billion budget for Philadelphia
Over catcalls from municipal workers who have gone without raises for four years, Mayor Nutter told City Council on Thursday that Philadelphia's finances were slowly recovering from the recession years, but not enough to ease his insistence on major changes in union contracts and property-tax assessments.
